Hello! I play predominantly fingerstyle guitar, and have come across a notation I’m unfamilar with. Some notes are written smaller and in brackets (i.e. “<12>”), and I wasn’t sure how I’m supposed to play them. If you’re able to help me with this, that would be great. Thank you!

In music notation it’s usually a ghost note.
If you are talking about guitar TAB then it’s most likely a tie which basically means let it ring for the duration (from the previous) note but don’t pluck it.
I’ve seen it mean a few things though. If the TAB is part of a book then there is usually a legend which tells you.
