Not really, although it’s certainly something you can do sometimes. Soloing is really about ideas and experience based on all sorts of things. Could be licks, scales, riffs, arpeggios, chord tones, phrasing and more. Some ideas work for some styles but not others. It would be difficult to say much more without turning it into an entire book at the very least. Best to start with the genre and try to be more specific because there are so many answers.
