Brand new to the website; should be informative. I think in the first diagram for the C7 major chord the high E string should be shown as “play open” – not muted.

If so, the open E is optional. I personally think of that chord shape as moveable so would rarely play the open E, but it’s certainly in the chord so you are right about that.
There is a problem though with that image which I will fix later tonight or tomorrow, it shows the correct fret number but on the wrong fret.
Yes, that’s the one I meant (I didn’t even notice the wrong fret!). I’ve never seen C7dom played with a muted E except maybe at the 13th fret but my experience is limited.

There’s no right or wrong really. The “E” is still in the chord on the 2nd fret D string. It’s just preference whether you add the open E as well.
My reasoning is just that this shape is very commonly used as a moveable chord so most of the time it’s just played with the outer strings muted, by habit.
