I’ve not analysed much Gilmour playing but I’d say probably mostly a mix of pentatonics, major and natural minor scales all with a lot of emphasis on chord tones.
The best chords for blues solos is subjective but you won’t go wrong with the common I-IV-V progression and its variations of major, minor and dominant chords.
