If I omit the G string on a D major is this a chord and if so what.

Depends on what other strings you are also playing. If you mean mute the G string and you’re playing only the top four strings then it would just be a third interval with the notes D and F#. If you play the fifth open string then it would still be a D major but with the fifth in the bass.
