That is the first example shown, which shows 4 notes from the A string to B string, as 1, flat 3, flat 7, and then another C. Is that right, without the 5?

Yes, kind of. The fifth is often left out on chords where fingering might be otherwise difficult – it’s a fairly neutral note which doesn’t change the quality of the chord. You’ll often find it omitted.
Although with this particular chord it wouldn’t be too difficult to add the fifth on the first string, it might be a little bit harder to play clean.
