I understand that the dominant 7th can only be/best used in the V position. Is there a similar rule for the 9ths, 11ths, & 13ths?

Generally speaking, chords can be grouped as having similar attributes. I more or less think of all minor chords as similar, all major, all diminished, all dominant etc.
7ths and 9ths are very often interchangeable, 11ths and 13ths will also work as good substitutes but I’d always let the melody of the song dictate.
This subject could get quite complex but I don’t think there’s any need to unless you want to get very seriously into theory (I’d have to revise chord function myself to even discuss it).
Jazz musicians will have their own ideas of substitutes for all types of chords, they won’t necessarily translate well to other styles of music though.
For me personally, I mostly just think of chords as grouped by their type as I’ve said above.
